This quickie tagtorial was written assuming you have a
working knowledge of paint shop.

Open the supplies in psp.

Open a new transparent image 398 x 606.
Copy and paste the night sky as a new layer
and then the Halloween fence, the moon
and stars and the witch cat and position as desired.
Add dropshadows, text, etc and save.
